Gerry Muscat

Head of Division, Urban Development, European Investment Bank

Gerry heads EIB’s Urban Development Division, where he is responsible for the appraisal of the Bank’s urban development projects, advisory support for cities, and the Bank’s policy approach in the sector. He has worked most of his career in the urban sector, in consultancy, at EBRD as a senior banker in their municipal and environment team, in JASPERS – a project preparation facility for EU projects – and now at EIB. He has worked with projects in urban transport, water, solid waste, district heating, social infrastructure, and integrated urban renewal. He leads EIB activity on the EU Urban Agenda and the New Urban Agenda, and has been instrumental in setting up the URBIS facility for urban investment support to EU cities. He also manages EIB project work on key urban themes such as Smart Cities, Urban Resilience and Urban Climate Action. He was based for 9 years in Warsaw. His mother tongue is English, he is fluent in Polish, operational in French, and is learning Arabic. Gerry has degrees in Geography from Oxford and London universities.
